The neon is burning but it takes about 30 minutes after first turning it on, for the neon to light up all the way around. There is a revolving, silver inner ring that goes around over the neon, giving the impression that it is the neon light that is turning. The ring is controlled by an extension on the hand arbor that connects to 3 ribs going to the revolving ring. Case is 22 inches, black painted metal except for a silver ring around the outside that is holding the two halves together. A label on the back says, "Assembled by Neocraft Mfg. Co. For Neocraft Animations, Elkhart, Ind". Hand set on the base, clock is running.
