The heavy brass case has some fine scratches. The glass will need to be replaced. The black dial is good. The original hands have flaking paint. Serial number on the case is 131688, which is very close to the movement serial number which is 131785. The movement ticks. Similar in design to the Seth Thomas "Ship's Lever No. 8" who also made clocks for the U.S. Navy during this period. The seconds orbit could be ordered in either the upper or lower portion of the dial. There do not appear to be many examples with the orbit in the lower portion and the winding arbor in the upper.
