I call it bakelite. It looks most like "ModelP-851 Type A, 24 hour dial", as shown in Ly-American No.213 and No.319. The dial is 8 1/2 inches, signed "U.S. Government" in addition to "Chelsea Clock Co. Boston". Sweep seconds hand, non striking movement, hinge case. Near mint and running. Ca 1945 per catalogs.
