The picture is based on a 1871 contemporary cartoon showing France (la Belle Francaise?) surrendering to Austria, and was probably commissioned by the Empress when she fled to Britain, where she lived for the remainder of her life. In original condition; approx 4'x 3', in full working order, with some original documents, including an original of the journal in which the cartoon appeared - should be in a French museum, perhaps! Movements French/Swiss circa 1870 s (?). A real piece of history!
